Oregon alcohol seller-server safety training ensures that sellers and servers of alcohol understand state and local liquor laws and serve alcoholic beverages responsibly. An alcohol seller-server training program can also significantly reduce the risk and liability associated with alcohol service.
Why is Alcohol Seller-Server safety training necessary?
- Alcohol safety seller-server training or certification may be required for employment to sell or serve alcohol in a state or for a business.
- Alcohol responsible beverage service (RBS) training is necessary for position as a bartender since most employers require proper knoweldge and skills of alcohol service prior to employment.
- Establishments that sell and serve alcohol and may require alcohol service training: bars, restaurants, hotels, taverns, night clubs, banquet halls, liquor stores, grocery stores, convenience stores and gas stations.
The goals and objectives of the Alcohol Seller-Server safety training program are:
- Train and educate sellers and servers to engage in responsible alcohol service;
- Spot signs of intoxication and utilize various intervention techniques;
- Prevent DUIs and alcohol-related fatalities;
- Stop underage sales and underage drinking;
- Create safer communities and establishments where alcohol is served;
- Educate owners, managers and staff on liability, state laws, and local ordinances regarding alcohol service.
Oregon Alcohol Service Permit Requirements
Oregon Alcohol Service Permits are required for any person who sells, serves, or mixes alcoholic beverages, and for any person who supervises people who do. "Selling" alcohol includes taking orders, fulfilling or delivering orders, filling growlers, and accepting payment for alcohol. Service Permits are valid for five years and are non-transferable.
Taking an approved Alcohol Server Education Class through an in-person or online provider is a requirement to get your Alcohol Service Permit. Through the OLCC Web Portal, you will be required to submit proof of class completion and pass the Alcohol Server Education Test to get your official permit. Beginning May 2018, all alcohol service permit applications will be submitted through the portal.

- First, complete the Alcohol Server Education Training Course. The course does not include a test or exam. After completing the course, you will receive a "Proof of Class Completion" PDF document with your name and completion number (you will upload this later into the OLCC Web Portal).
- Next, create an account and login to the OLCC Alcohol Service Permit Portal and complete your application.
- Upload the "Proof of Class Completion" PDF document to your account on the OLCC Web Portal to unlock the test.
- Pass the test. (50 questions, 70% to pass, unlimited tries)
- Complete your OLCC Alcohol Service Permit application and pay the application fee.
- Download, save, or print your Temporary Alcohol Service Permit. Keep that until you receive your official permit.
- Your Official Alcohol Service Permit will be emailed to you to print, so make sure your email address is correct.

Oregon Alcohol Seller-Server Training Course
Course Description
The alcohol seller-server training course provides the student with the necessary knowledge of laws regarding alcohol service and proven techniques needed to be a responsible seller of alcohol and for providing a safe environment for customers. Specifically, you will learn to:
- Understand alcohol use.
- Define alcohol's effects.
- Know how to make a "good faith effort" to remove a drink from a visibly intoxicated person.
- Recognize the server's role in the enhancement of public safety.
- Know the server's responsibilities and obligations under the law.
- Learn what BAC means and how it is calculated.
- Know the effects of mixing alcohol with other drugs.
- Be able to recognize intoxicated individuals.
- Be able to refuse a sale to someone with little conflict.
- Prevent disturbances in the establishment and handle difficult situations.
- Check IDs accurately, and recognize clues for when an individual is using a fake ID.
- Recognize second-party sales.
Audience: Employees in establishments that sell and serve alcohol in bars, restaurants, hotels, taverns, night clubs, concessions, banquet halls: bartenders, bar backs, servers and managers.
